Change Battery Charge Contrast Display |

While you're laptop, is not charging, or is charging, (not fully charged yet) you should get a battery icon on your panel. (If fully charged the icon will remove automatically)
Right click that icon, and select Preferences.
You'll see something that says "Set Display Brightness Too" change that to whatever you like. I chose 100%.
Notice I also unchecked "Dim Display While Idle" because in Ubuntu (possibly other distros) when you're computer is inactive for x amount of minutes the screen has like a black overlay over it, yet a little see threw, meaning aka Dim.
Also if you go to the On Battery Power tab there's more options to mess with while it's charging, like Dim display while idle, reduce blacklight brightness, put display for sleep while inactive for x amount of minutes, etc: etc:
